The #climatedots lead to this draft Swedish brochure “When the climate crisis comes”, to be distributed to all (4.8 million) Swedish households.

The redesigned crisis brochure is addressed to Sweden’s elected people from us citizens, who are deeply concerned by the ongoing #climatecrisis and the consequences it will have for our society.  With the accelerating global heating comes food shortages, water shortages, disease spread, extreme drought, fires, floods, conflicts, terrorism and war. 

The climate crisis poses a threat to democracy and human rights. It will expose the majority of us living today to unimaginable suffering and hardship, already within a couple of decades.

The brochure to Malmo’s residents, “When the climate crisis comes”. The brochure provides a summary of the current climate research. In addition, it will inform-to-protect/help-to-understand how seriously our society will be affected by the climate crisis if they do not take the necessary action as soon as possible. The Extinction Rebellion’s (XR) first concrete call to our politicians is: Speak clear language! For example, the rainfall that hit the city in 2014 cost the entire £500 million! Similar extreme weather will occur at shorter intervals in the future and with greater intensity (SMHI). XR want Sweden’s City of Malmo to be the first to participate in a nationwide information campaign that gives all residents knowledge about the climate crisis, the ecological collapse and what we need to do now. 

XR’s second call is: Act now! XR wish Malmo to show political will and take immediate measures to reduce greenhouse gas emissions in line with the 1.5-degree target in the Paris Agreement. A carbon dioxide budget is needed for all emissions from the City of Malmo – from companies, the public sector and the residents of the municipality. The City of Malmo announced #climateemergency, received 886 votes this year and thus became one of the proposals that received the most votes on the “Malmo Initiative”.

XR want a research-based plan to be made with the help of independent experts who are free from party politics and special interests. According to the City of Malmo, the municipality has reduced its emissions by 12 percent over the past 30 years, but a 32 percent reduction is required between 2018-2020 to reach the municipality’s goals. In other words, rapid and extensive changes are needed. XR would like to point out that the climate impact of reality only becomes less with reduced emissions

(((If all countries keep their promises and decrease their emissions by at least 40 percent by 2030, we will still reach global heating of 3 C degrees!)))

We are in a crisis whose scope is almost impossible to take in. In this situation we must be brave, see the truth in the white eye and dare to embark on unbroken ground. Political will and decisions that are crucial to the future of our and our children need to be made now, during this term of office by our elected politicians, with duty-to-protect our country-regions and its inhabitants.

Background
At the very time of writing this, we are aware of 245 Local Authorities in England, Scotland, Wales and Northern Ireland that have declared a Climate Emergency (149 have set a target of 2030 or earlier). #Peoplesdemands can’t be ignored. It’s a cross party movement, with political control as follows: 80 No Overall Control • 75 Labour • 60 Conservative • 22 Lib Dem • 4 Independent • 1 Plaid Cymru. (SNP are minority lead on some of the NOC Councils). 

Our #cities and towns are the main solution to respond to the #climatecrises, the key for combating climate change. Many cities have committed to meeting the #ParisAgreement goals (60% of UK Councils have in 2019 declared a Climate Emergency). But are those targets translating to action on the ground? The need for an urban climate emergency toolkit is clear. London, Manchester City and Leeds are on a quest to achieve 100% carbon-free electricity not later than #NetZero 2038 and what other cities can learn from this experience.

#ClimateEmergency planning must apply to every New Local Plan

The adoption of Reading’s UNSUSTAINABLE  Local Plan will be discussed at a meeting of Council on 4th November. Once adopted, it will replace all existing development plans (the Core Strategy, Reading Central Area Action Plan and Sites and Detailed Policies Document) as the main consideration in deciding planning applications within Reading.

As it is, the inspector’s conclusions ASSESSED AGAINST NATIONAL PLANNING POLICY FRAMEWORK 2012 are that, subject to a number of ‘main’ modifications, the Local Plan is sound and legally compliant, and can proceed to adoption.

– Climate Change Centre Reading (CCTC) urge a meeting of the Reading Borough Council’s Strategic Environment Planning and Transport Committee (SEPT) this month to agree the final “climate emergency” phase of New Local Plan consultation, BEFORE the document is re-submitted to the Secretary of State, for final examination by independent inspector to determine whether it is ‘sound’ and legally compliant and therefore can be adopted.

The revised National Planning Policy Framework (NPPF) published in 2018 contains four headline implications for planning for climate change, which are as follows:

  • The revised #NPPF retains the key link between planning policy and the provisions of the Climate Change Act 2008. This means all local plans must set a carbon dioxide emissions reduction target and lay out clear ways of measuring progress on carbon dioxide emissions reduction
  • Guidance for viability testing has been re-balanced, creating more opportunity for policy that might address climate change
  • There is still real confusion about the scope of planning authorities to set ambitious targets beyond the Building Regulations on energy efficiency
  • There is nothing to stop local plans adopting requirements for on-site renewable energy generation

ARREST WARRANT #ClimateCriminal

This is embarrassing, I’m issuing an arrest warrant for Tony Page and Louise Gibbon for unlawfully submitting Reading’s New Local Plan to proceed to adoption with adopted main modifications.

Climate Change Centre Reading – CCCRdg just had it confirmed, that #Reading’s New Local Plan #NLP (2016-2036) final modifications are based on #NPPF2012 not #NPPF2018 #NPPF2019!!!

Why the hell is this the case?? It’s a complete scam. After years of consultations on #climatechange. Proposals, advice and objections identifying the most important neighbourhood planning and policy issues facing our society which have been ignored.

All planning climate criminals in the SEPT committee #RBC should be h-d. I’m sorry for the wording, but that is exactly how I feel.

I refuse to believe team Tony Page and partner in crime Louise Gibbon are that stupid, idiots to go against #science.

I expect a written apology to the residents of Reading, on how to completely revamp the Reading New Local Plan to be fit for future.

It’s totally unbelievable that the SEPT committee (RBC) are trying to get away with the New Local Plan proceed to adoption in accordance with a pre-climate framework and 5 years old sustainability appraisals (these are being consulted on now).

Can someone please explain how this can happen in 2019. Can anyone with legal skills stop this coupe at this very final stage.

What is needed before is an honest re-assessed New Local Plan in accordance with an up-to-date planning framework and the new sustainability appraisals assessments, BEFORE it proceed to adoption!

Further on, four requirements of the New Local Plan must be synergised with;

  • – The RBC internal climate emergency toolkit
  • – The Sustainable Development Goals and Agenda 2030
  • – The global New Urban Agenda, SDG 11

Finally the Local Plan must be risk assessed to prove disaster resilience.
